“Green Ammonia and Hydrogen Production Project – H2 Magallanes”

What does H2 Ammonia consist of?

This project involves an ammonia production plant that will operate using nitrogen captured from the air and green hydrogen produced through wind energy and desalinated, demineralized seawater. The resulting product will be exported by sea from Magallanes to various parts of the world, actively contributing to the reduction of global carbon emissions and supporting the global transition towards cleaner and more sustainable energy.  

Environmental Impact Assessment (EIA)

When developing a new project, it is necessary to conduct environmental baseline studies and environmental impact assessments, whether cumulative or synergistic, in the short, medium, and long term of the project. For this reason, we are carrying out an Environmental Impact Assessment (EIA) in accordance with the applicable national environmental regulations as required by the Environmental Impact Assessment System (SEIA), while also considering international standards for the project’s development and financing.

Environmental Baselines

Since 2021, we have been carrying out different environmental baselines, in order to categorize each of the components in a spatial and temporal manner, to make an adequate identification, prediction and evaluation of the environmental impact that the project may cause during its different phases. We have even used radar technology for specific studies on avifauna, generating a new standard for development and environmental assessment for the industry in the country, allowing us to pinpoint the impacts of the project on local birds.

Transparency

Transparency is an essential principle of action while building a relationship based on trust with stakeholders and enables a path of continuous improvement. To this end, we are planning to implement a standardized International reporting framework for non-financial information, in order to increase transparency and accountability of the project’s economic, environmental and social performance, providing all companies and organizations with a comprehensive sustainability reporting framework that is widely used around the World.

To Compromise with Groups of Interest

Our project could have a significant effect on the community and will directly or indirectly affect a large number of stakeholders. The growing expectations of the project and the industry raise legitimate questions about our strategy, how we implement it and the impact it may have. We strongly believe that we need to establish a dialogue between the interested parties and strive to provide honest and useful answers to the questions we are being asked concerning what we do.

Early Citizen Involvement

We firmly believe in the need for dialogue and we strive to provide honest and useful answers to the questions that are presented to us about what we do. This is why we are responsible for participating in various organizations that facilitate such dialogue, where communities have a space to express their doubts prior to the submission of our Environmental Impact Assessment (EIA) to the EIA System. We disseminate our process through local media and our own social networks.

Local economic development

Dialogue and commitment will allow us to build social and economic local development together, and will help us meeting the needs of the nearby communities, seeking to work jointly to close the different gaps and fulfill one of the main standpoints of the company regarding our contribution made in order to achieve the UN’s Sustainable Development Goals (SDGs), while considering the highest international and national standards.

2021 - 2025

Project’s Development and Preparation of the Environmental Impact Assessment (EIA)

We are currently working on the development of engineering processes, environmental baselines and preparation of the Environmental Impact Assessment (EIA), considering the areas of influence surrounding the project, impact assessment, measures and carrying on with voluntary environmental commitments. We are also considering an early citizen involvement process with the communities located in the areas nearby.

2025 - 2027

Processing of the Environmental Impact Assessment (EIA)

This is a process in which the various authorities, with environmental jurisdiction, evaluate the Environmental Impact Assessment (EIA) and grant a favorable Environmental Qualification Resolution (RQA). At the end of this period, we contemplate developing detailed engineering processes, as well as preparing sectoral permit files, in order to manage and submit all permits immediately, once the project has received a favorable RQA.

Construction

We begin the construction of the project’s first phase.

Operation

We begin operations in the first phase of green ammonia production process.

The Regional Commission for Coastal Use approved the maritime concession requested by TE H2 for the H2 Magallanes Project

The Regional Coastal Use Commission (CRUBC) approved, by 29 votes in favor and one abstention, the maritime concession requested by TE H2 for the H2 Magallanes Project. The session, held in Punta Arenas, analyzed the request for the planned port in Bahía Posesión, San Gregorio commune, an essential infrastructure for the development of the project and the regional logistics system. The concession, declared admissible in February of this year by the Undersecretariat for the Armed Forces, contemplates the development of a port designed to allow the import of materials and components, the export of green ammonia to international markets, and the desalination of water necessary for the production of green hydrogen. According to Antoine Liane, general manager of TE H2, “This port will be key to the project’s logistical development and the strengthening of the regional maritime system. We are grateful to the Regional Commission for Coastal Use and its members for their almost unanimous approval of this initiative, which endorses the project’s commitment to the future of the region and the development of green hydrogen.” Strategically located near Route 255, with direct access to the Atlantic Ocean and proximity to the border with Argentina, Bahía Posesión allows the entry of deep-draft vessels (greater than 10 meters), facilitating the loading and unloading of containers, modules, and industrial components. The project includes two desalination plants, one temporary and one permanent, and a phased port solution, currently under evaluation to determine the most efficient export system: conversion of import platforms or installation of one loading unit per tower. The port planned by TE H2 in Bahía Posesión is a private initiative developed quickly, providing certainty to the entire industry and generating enabling infrastructure for the future growth of green hydrogen in Magallanes. Its design seeks to foster economies of scale, reduce investment costs and environmental impacts, and optimize regional logistics by reducing road traffic and associated emissions.

The 33rd Meeting of Regional Newspapers (EDR), held in Torres del Paine, brought together more than 50 media outlets from across the country, along with authorities and representatives from the business and social sectors. The event, organized by the National Press Association (ANP), focused on freedom of expression, the sustainability of regional media, and the role of independent journalism in strengthening democracy. The event was attended by Antoine Liane, general manager of the H2 Magallanes Project, and Salvador Harambour, executive director of the H2V Magallanes Trade Association, who participated in the discussions alongside representatives from the public and private sectors and the media. The meeting highlighted the importance of the local press as an essential player in connecting the realities of the regions, highlighting their challenges, and strengthening a plural and transparent public conversation.

Signing of an agreement with Vialidad Direction of the Ministry of Public Works

On Tuesday, September 23, we signed an agreement with the Highway Directorate of the Ministry of Public Works (MOP) that will allow us to carry out modification, improvement, and maintenance works on public roads in our area of ​​influence. We know that during the construction phase, there will be a high traffic of materials, machinery, and workers. Therefore, our commitment is clear: to ensure that this movement is carried out safely, maintaining the region’s connectivity and avoiding impacts on the daily lives of the communities. The interventions we will carry out include roadway conditioning and widening; structural reinforcement and construction of new crossings and bridges when necessary; improvements to access, livestock guards, and drainage systems; and ongoing maintenance of existing roads. All of these works will be financed by us, executed by companies registered with the MOP, and directly supervised by the Highway Directorate. Once completed, they will become national assets for public use under its administration. As the H2 Magallanes Project, we have taken on the challenge of advancing the development of green hydrogen alongside concrete infrastructure improvements for the region. As our general manager, Antoine Liane, stated: “With this agreement, we aim to achieve the transit of our cargo from Punta Arenas without impacting connectivity to Argentina and Tierra del Fuego, all at the company’s expense and in compliance with the standards of the Highway Department.” This agreement is an example of how public-private cooperation can generate shared value: we are driving the energy transition while strengthening Magallanes’ connectivity.
